Houston won't face gasoline shortages as long as its drivers don't panic

Houston — and much of the rest of the U.S. — are already seeing gasoline prices surge as the impact of refinery outages along the coast ripple down the value chain, but this is a survivable disruption as long as consumers can keep a level head.
